Promoted Listings vs off-eBay ads — which channel first for dropshippers?

Promoted Listings sit on eBay: they compete for attention among people already searching or browsing the marketplace. Off-eBay ads (Meta Ads on Facebook/Instagram, Google Ads/Shopping you run yourself, or eBay’s own Promoted Offsite product) try to intercept people before they open eBay—and they usually bill per click, whether or not the listing sells.

For AliExpress / Amazon / Walmart → eBay dropshippers the channel choice is a margin-floor decision, not a growth slogan. Ads do not replace Best Match listing quality, they do not cancel Managed Payments selling fees, and they do not make a thin SKU profitable. This guide is when to use Promoted vs Meta/Google (and when to use neither). It does not invent ad percentages, CPCs or ROAS targets. Three channels (do not mix the invoices)

Treat these as separate products with separate bills. A “Google ROAS” screenshot does not tell you whether Promoted General is safe, and a Promoted Offsite dashboard ROAS column is your report—not a published target this article will invent.

Help generally allows the same listing in General and Priority. Promoted Offsite Help (UK, confirm live) currently limits you to one active Promoted Offsite campaign per site, fixed-price listings only (auctions ineligible). Seller-run Meta/Google is a fourth invoice if you also run eBay products.

Do not copy a stranger’s “I always get 4× ROAS on Meta then promote at 10%.” Attribution windows, billed bases and who counts as a conversion differ by product. Wrong model = wrong floor.

How billing differs (why one channel’s ROAS is not another’s target)

Margin floors (your number—not a published ROAS)

A margin floor is the profit you refuse to breach after supplier landed cost, Managed Payments / selling fees, buffers and every ad line you will actually run. It is your rule. This article will not publish a “good ROAS,” a “minimum 3×,” or a “best Promoted %.”

Four floors (fill in order)

  1. Organic floorprofit-pricing + break-even worksheet with live Help fee rows. If this already fails, do not advertise. Raise price, cut landed cost, or skip.
  2. Promoted (on-eBay) floor — add General % or expected Priority click cost from ROI / settings.
  3. Promoted Offsite floor — add expected clicks × CPC (unknown until reports exist—start with a tiny daily budget you can afford to lose and a pause rule).
  4. Seller-run Meta / Google floor — add that platform’s expected spend to get one attributed eBay sale you are willing to count. If you cannot describe the spend honestly, you are not ready to run it.

Conceptual profit:

Profit ≈ Total collected (as Help / the ad product defines the base)
       − Supplier landed cost
       − eBay selling fees (Managed Payments stack)
       − Promoted Listings cost (General and/or Priority)
       − Promoted Offsite click cost (if running)
       − Seller-run Meta/Google spend (if running)
       − Buffers (FX, returns, surprises—your rules)

If profit < floor, that channel is a skip—not a “brand awareness” exception for a thin AliExpress unit.

1. Fill landed cost + selling fees from YOUR Help rows

3. Decide sell total (item + postage as Help defines the fee/ad base)
4. Room left for ads ≈ sell total − landed − selling fees − buffers − profit floor
5. If room ≤ 0 → organic-only, raise price, or SKIP — do not buy Meta/Google traffic
6. Candidate General rate ≤ room ÷ sell total (usually far below that ceiling)
7. For any CPC product (Priority, Offsite, Google, Meta):
   expected click cost before a sale ≈ (your expected clicks) × (your CPC)
   If that cost ≥ room left → do not run that CPC channel on this SKU
8. Stacked channels: subtract ALL ad lines before you call the floor “cleared”

That ceiling is a stop-loss sketch, not a bid. Suggested rates and “automated budget control” (Promoted Offsite Help describes optional increases tied to a ROAS threshold in Seller Hub) are eBay controls—not proof your floor survives. Do not turn those automations on until you have read the live Help and can afford the higher daily spend.

Hypothetical worksheets (labelled — not quotes for your account)

Fee percentages below are placeholders you must replace with live Help rows. Ad rates, CPCs and click counts are illustrative choices, not recommendations or ROAS forecasts.

Organic and General both clear a $10 floor in this sketch.

Now a seller-run Meta test on the same SKU, instead of hoping the platform “pays for itself”:

  • CPC you might be charged (illustrative): $0.70
  • Clicks you guess before one eBay sale: 20 (your guess—not a forecast we make)
  • Expected Meta spend: $14.00

Profit if you also keep General on: $21.29 − $14.00 = $7.29below the $10 floor. Profit if you turn General off and only run Meta: $23.79 − $14.00 = $9.79 → still fails the floor.

Decision in this Hypothetical: on-eBay General is the candidate; Meta is a skip until price, landed cost or honest click assumptions change. Do not “boost a reel” to rescue a worksheet.

Hypothetical B — Thin AliExpress unit: skip every paid channel

Hypothetical example:

  • Sale total: $28.00
  • Landed: $16.50
  • Selling fees (sketch): $5.00
  • Buffer: $0.50
  • Floor: $8.00
28.00 − 16.50 − 5.00 − 0.50 = 6.00 available for (profit + any ads)
Floor is 8.00 → already short before ads

Decision: no Promoted, no Offsite, no Meta/Google. Raise sell total, cut landed cost, or skip the SKU. Paying for clicks on a unit that fails organic is how dropshippers donate to ad platforms.

Hypothetical C — Promoted Offsite daily budget vs the floor

Hypothetical example (UK-style budget math from Help’s 30.4 × theme—confirm live; figures are sketches):

  • Target daily budget you set: £10
  • Help-style monthly cap sketch: 10 × 30.4 = £304 (exclusive of VAT)
  • Help may spend up to £20 on a busy day
  • After landed cost + selling fees + buffer, expected profit per sale with ads off: £9.00
  • Floor: £8.00

If this SKU needs more than a couple of paid clicks at whatever CPC Offsite actually charges, £9 of room cannot absorb a day of traffic. Decision in this Hypothetical: do not launch Offsite on this SKU; keep it organic or on a General rate that still clears £8 after the % line. If you do test Offsite, cap the campaign at a daily number you can afford with zero sales, and pause when reports show spend you cannot map to attributed orders you can live with.

Hypothetical D — Stacking General + Offsite (two invoices)

Hypothetical example:

  • Sale total: $44.99
  • Landed: $19.00
  • Selling fees (sketch): $6.80
  • Buffer: $1.00
  • Floor: $10.00
  • General 6% if attributed: $2.70
  • Offsite clicks before that sale (your guess): 8 × $0.45 = $3.60

The unit can clear on paper if those click and rate guesses hold. It fails if Offsite CPC is higher, if more clicks are needed, or if Help fees are larger than the placeholder. Do not treat stacking as a default. Start with one paid product.

When Promoted Listings is usually first

Use on-eBay Promoted (typically General to start) when all of these are true:

  1. The SKU already clears your organic floor (profit-pricing).
  2. It still clears after you plug your candidate General rate (ROI · settings).
  3. Buyers for this item type already search on eBay—you are amplifying existing demand, not inventing it.
  4. Listing quality is honest: title, photos, specifics, postage, handling (Best Match). Ads scale junk into refunds.
  5. You are not using ads to paper over VeRO or fulfilment fiction.
  6. You would rather stay inside Seller Hub than operate Meta/Google accounts, pixels and destination reviews.

Priority is not “Promoted but better.” It is a CPC product. Treat it like Offsite/Google click risk, not like General’s sale-based fee.

When seller-run Meta / Google might be considered

Consider your own Meta or Google campaigns only when:

  1. Floors 1–2 already pass—and you have room left after a conservative Promoted line (or you have deliberately turned Promoted off and re-run the sheet).
  2. You can send clicks to a live, in-stock, policy-clean eBay listing (or another destination that actually complies with Meta/Google rules—read those policies; do not build doorway/bridge pages).
  3. Creative matches the listing: same item, honest price/postage story, no trademark stuffing.
  4. You have a hard daily cap you can afford with zero eBay sales, plus a pause rule.
  5. You will read your platform reports—not a course’s ROAS screenshot.
  6. You accept extra failure modes: ad disapproval, account restriction, destination mismatch, and paying for curiosity clicks from people who never intended to check out on eBay.

Meta/Google is not a substitute for on-eBay visibility when the unit is thin. It is a second demand channel for SKUs that already survive Managed Payments fees and your floor.

If you only wanted “ads on Google that land on my eBay listing” without running Google Ads, that is closer to Promoted Offsite (eBay-operated) than to a DIY Google account—still model it as CPC, still confirm eligibility (fixed-price, postage constraints Help mentions).

When Promoted Offsite sits in the middle

Promoted Offsite is off-eBay placement with an eBay invoice. Use it as a candidate when:

  • You want Google-style reach, clicks land on the eBay listing (Help), and you do not want to operate Google Ads yourself
  • The listing is fixed-price and otherwise eligible
  • A tiny daily budget still fits the CPC floor (Hypothetical C)
  • You understand Help’s any-item / 30-day attribution so you do not congratulate the wrong SKU
  • You will not treat Seller Hub ROAS as a goal we published—use it as your monitor, then pause

Skip Offsite when the catalogue is mostly auctions, when postage cannot meet a channel’s fixed/free requirement, when one active campaign per site would force you to promote everything eligible including SKUs that fail the floor, or when you cannot honour stock while clicks are live.

Policy and ops risks unique to off-eBay ads

Stay high-level. Official policies win.

  • Destination quality (Google). Ads must send people to a functional, crawlable, relevant destination. Google’s destination requirements call out mismatch, dead pages, doorways/bridge pages and scraped/thin content. A “click → interstitial → eBay” hop is a policy problem, not a clever funnel.
  • Meta Advertising Standards. Ads must accurately represent the product; misleading claims and low-quality bait are prohibited themes in Meta’s Advertising Standards and policy checklist.
  • External channel rules still apply to Promoted Offsite. Help says placement eligibility is subject to those channels’ policies (for example postage constraints).
  • Do not buy traffic for listings you should not have published. VeRO-risky brands, fantasy EDDs and wrong item location become paid defect factories.
  • Stock is part of advertising. Sending paid clicks to an ended or OOS listing wastes CPC and trains platforms on bounces.
  • Tracking is not a licence to invent ROAS. Pixel/tag setups, privacy rules and what Meta/Google count as a conversion are your compliance job. This guide will not prescribe implementations.
  • eBay fulfilment policy still applies when the buyer arrived from an ad (drop shipping Help).

Decision playbook (order of operations)

  1. Draft, don’t publish. Capture the supplier page, map the real child SKU, fill postage and specifics—AliExpress how-to · non-API lister · first five listings.

  2. Price to the organic floor with live Help rows (profit · Managed Payments · fees).

  3. Decide promote / organic / skip with the ROI frame.

  4. If promoting on eBay: create General (typical start) or Priority only if CPC risk is acceptable—settings.

  5. Only then consider Promoted Offsite or seller-run Meta/Google—and usually one of those, not both, until reports make sense.

  6. Set a pause rule before spend (daily cap + “no attributed sales I can afford”).

  7. Recheck Help when attribution, Offsite caps or Meta/Google destination rules change.

Should dropshippers start with Promoted Listings or Meta/Google?

Promoted Listings (usually General) if the unit already clears your floor with a conservative on-eBay rate. Meta/Google only after that worksheet still has room—or not at all. Many AliExpress SKUs should stay organic or be skipped.

Is Promoted Offsite the same as running Google Ads myself?

No. Promoted Offsite is an eBay advertising product (Help: external channels like Google; clicks to your eBay listing; CPC + daily budget in Seller Hub). Seller-run Google Ads is your Google account, your policies and your invoice.

Is there a target ROAS for dropshipping ads?

Not from this article. Seller Hub and ads managers report ROAS; they do not certify that your profit floor survived. Use ROI worksheets, not invented multiples.

Do Promoted or off-eBay ads replace final value / Managed Payments fees?

No. Ads are on top unless Help documents a specific credit—do not assume.

Will ads improve Best Match ranking?

Can I run General, Priority, Offsite and Meta at once?

Often technically yes (with Offsite’s one-campaign-per-site and eligibility limits). You may owe every matching fee. Model all lines or do not stack.
